When Mahree is taken byu the embassy after Steve Biko's murder she is taken to the South African Embassy.
But the secretary appears to be South African. How does this work. Was she a US citizen?

The South African embassy would be where the South African Ambassador to the US would reside. It's considered South African soil even though it's technically in the US. I don't know whether or not everyone working in the South African embassy would be citizens of South Africa, but i imagine that many of them are.
In short, the secretary is probably South African.
