Isn't there a deleted scene in the movie when Clarice is jogging? We see somebody watching her through binoculars while she's jogging, but it never shows who it is watching her. I'm assuming it's Lecter. Then I recall a deleted scene when Lecter is sitting in her car and placing her sunglasses on her dash or something like that. I've only seen
this deleted scene when the movie's on BBC.

That is one of the scenes that's included as an extra on the DVD release, yes.
