why does he go to the mall?

i love the rome scenes... the first half of the film is very hypnotic... but when Hannibal comes to america the motivations all seem off... why in the world does he go to the mall to leave her shoes especially when he knows he's being followed by those guys? he is/should be smarter than that... he could have left the shoes with her in her home and just called her.

what is his motivation here? seems very dumb to me.

like an excuse just to get him captured by the disfigured guy.
