How did they choose each Power Ranger?

One thing I've been wondering for awhile, is how on earth did they choose each person to become a Power Ranger? In the first episode Captain Mitchell has this book that has a picture of each person inside of it, then Dana had to go out and find them. But I'm just wondering, how he even chose them all in the first place?
