Was This The Show Where.....Scene Question

I remember watching this show but can only remember a few different scenes. There's one in particular though I'd like to make sure it was this show I'm thinking of.

The scene I'm thinking of for this is the younger brother/main character (I think he was the primary focus of the show) rushing into her house(?), signing "I chose you" (I seem to recall the girl being deaf but I could be wrong) as they hug or kiss or whatever it was they did?
