Follow those soldiers?

In the US version of the game, after the Sunken Continent rises, the team runs into Jema at the Grand Palace

He says there's an underground city, "We must get into it!" And then says, "Follow those soldiers!"

But the game doesn't really give a good reason for going to the city, and Jema doesn't mention soldiers until he says, "Follow those soldiers!"

Is this a problem with the translation?
