I'm not sure if this is the one I'm looking for. I remember I watched in '90s a movie/tv show about a guy that was genetically engineered and his mentor used him to combat crime. One thing I clearly remember was that guy took a shot and he didn't die because he had double ribs. I tend to think it was a movie and it was more obscure than Now and Again. Do you remember this scene? I think it was in their lab.

No, this one starts with John Goodman, an insurance salesman of large girth being pushed in front of a moving subway train. Since he is legally dead, and an organ doner, the government takes his brain & spinal column and puts it in a young, svelt synthetic body.
He has to do missions for the government and never contact his family, since he is dead, or they threaten to shut him down, but when his insurance company tries to cheat his family out of the insurance money, it's hard for him not to get involved. The first mission had an old man carrying eggs on a NY subway that contained a nerve gas that caused nose bleeds and death very quickly. The series was awesome.
So, extra ribs did not save him.
