Campion wasn't half evil, he was just obeying orders in the first series and already had doubts about Woundwort's political system when we first see him in Efrafan economical duties; he was firm but fair, he gave the Efrafan rabbits as much of a chance as he could. Come the second series he opens his true colours to the Watership rabbits whilst appearing gruff to Woundwort for safety.
