3 years, 1999-2001, co-produced by Alltime Entertainment of the United Kingdom and Decode Entertainment of Canada. The first two seasons ran on CITV in the UK and YTV in Canada. The third season aired on YTV, but not on CITV. The producer, believe it or not, was actually Martin Rosen. There were 3 seasons of 13 episodes each, bringing it to a grand total of 39 episodes. As for the rating, do you mean, like "Y7", or like, "13 million views"? I haven't researched that yet, because I'm not sure what the question meant.
But, seriously, I just realized that this question is 7 years old. Wow!
