Never mind, between Episode 21 and 22 makes perfect sense.
After the 'digigmon emperor' arc is over and the kids go home, and while they are still using the armor digivolving, and before they have progressed to standard digivolving.
Also AFTER Davis has seen a golden digi-egg.

^It's kind of funny that you listed the fact that Gatomon managed to achieve Ultimate level as one of the reasons why the third movie isn't considered cannon.
In the episode when Kari gets pulled into the Dark Ocean world, Gatomon is somehow able to become Angewomon then, too. To my knowledge, they never explain how that happened, especially when later on in the season, they explain that none of the original partner digimon could evolve to Ultimate.
