Yes, but it works so well it's funny. And, honestly, there are better choices. So it wouldn't be in my serious cast list... That I still need to finish.
Most people do Johnny Depp for Setzer in serious cast lists. I do Daniel Day Louis, for example. I do a lot of contemplation on each role. I just don't think Depp could properly convey the inner depth and torment of Setzer. He's a great actor, don't get me wrong (one of my favourites, actually). But like... His characters tend to stay the same the entire way through his movies. Setzer, all the characters of FFVI change by the end - the only one who doesn't, really, ends up commiting suicide. And I think Louis could handle the depth flawlessly. Showing the 'carefree' attitude of Setzer, while showing that it's just a way to run away from his real issues.

I don't think Depp would be great as Setzer, either. Daniel Day Louis is so good in everything that putting him in cast lists kinda seems like cheating to me, but, yes, he could certainly do it well. I think I'd put him as Cyan, though. Cyan has an older look to him, and still requires immense depth. It would also be necessary to cast someone who could make the medieval dialogue sound good as opposed to solely comical. A Shakespearean actor, for instance. If only Ian McKellen were young again...

No... I wouldn't cast him as Cyan. Someone else, sure. But not him. Cyan almost doesn't have another face. Louis is great at playing characters that almost live two lives, similar to Setzer. Cyan sort of does, but not to the same degree.
