Aduilts who "look" under 18

In Australia, it means there is a high likelihood of at least ONE pedophile in the OFLC. It's the only way they can determine whether an adult "looks" 18. Especially since an 18-year-old Asian will generally look younger than an 18-year-old Caucasian.
