I'm not sure, but he was hunting down UBCS soldiers, and they were working for the same cause as he was (Albeit in a different way), so he may attack Civilians. As I said, I'm not sure though.

He would only attack things that aatack him or he percieves a a threat.
For example he would kill a UBCS member if he/she shot at him.

I thought they would have dropped it in when the city was at a point where infection was critical and no-one would notice them dropping it in.

shareNo chance, he wouldn't chase down random civilians, he just kills ANYTHING that gets in the way of his main mission,man or monster. That is to kill STARS. Also, he may have been programmed to attack any UBCS soldiers he encountered as a secondary mission, as they were there to gather combat data on him (even though they didn't know this.)
