How come the military never goes after him? Why does one lowly android always end up doing the dirty work instead of tanks, planes and heavily-armed soldiers? Or even ROBOTIC tanks and soldiers?
I mean SURELY this guy has to have been declared an international threat at some point, with the legions of killer Robot Masters he builds every year.
Before someone comes on with the overly used and very lame excuse of "if they did, there wouldn't be a video game!" I'll give a shot at the idea.
I would imagine the reason they haven't is because maybe Mega Man continually stops him before Dr. Wily becomes a threat. Every time he has built his robots and forces, and is most likely on the verge of a world attack, Mega Man stops him. It's possible he's never even made a successful strike or even gotten the chance at trying for world domination. Mega Man always stops him before the attack phase.
Can't think of any other reasons since I can't imagine the military and worldwide robot builders couldn't out-build one crazy scientist.

Either everyone in the future becomes a pacifist, or they all try and fail against Wily's genius. It takes one dude to infiltrate in a guerrilla style warfare instead of a blatant assault with a mass army. Kinda like James Bond or Batman (or any other solo superhero). That and it takes Light's genius to counter it, or Mega Man's upgrades made with some rare material, including his Buster, that are very difficult to mass produce. Either that, or Wily somehow has access to a bunch of his robots that are a match for Mega Man. It was either done on purpose, or it is just a video game and you probably shouldn't worry about it.
Yeah, that is REALLY REALLY hard to read. Why even waste people's time and write that way? Turn off the caps, and use punctuation. It's not that difficult.
Secondly, you make a good point about the rare materials. It could be that the world powers DID send in a massive assault and they were annihilated. So, instead of trying again, they either asked Dr. Light, or Light just built Mega Man out of exceptionally rare and strong materials to counter Wily's attacks. Who knows, maybe in standard terms, Mega Man could take blasts from M1-Abram tanks all day long and not feel a thing, but Wily's robots are SO strong they're able to wear them down. They're just not that well represented since, hey, that kinda power's sorta difficult to capture on the original NES.
Lastly, it's kinda silly not to tell someone not to worry about something like this. I'm pretty sure they're not losing sleep over it. It was a just a fun question.
The world of Rockman/Megaman implies that the authorities cannot stop Wily. They can't even keep him in prison for Pete's sake. I would imagine the same could be said about the military.
