Was this supposed to be a comedy?

It wasn't really funny (well maybe a few laughs with Hunter) if they meant it to be a comedy. I don't think it's a drama either... weird. Not saying that this was a bad movie, it was fine.

I take it you don't watch many movies? Well, this is your typical Romantic Comedy in the sense that the main focus is about relationships and boys and girls getting together and whatnot. Like most Romantic Comedies, the comedy is few and far between and usually stems from supporting characters; in this case, Hunter/Steve plays this part. Hunter doesn't have his own story, but he plays the male lead's sidekick/best friend and provides laughs to help fill the movie so it's not so heavy.

Boys and Girls, in my opinion, is better than most romantic comedies. The relationship between Jennifer and Ryan can be construed as predictable and convoluted, but it's true to life. Their conversations, struggling with feelings and how to approach them, etc., is very true to life, at least mine.

So to answer your question without rambling: A Romantic Comedy is usually about 70-80% romance and 20-30% comedy. I just came up with that percentage, but I think it's about right.
