For real. Was he based off of Ghostrider?

Yes, that was one of either John Tobias or Ed Boon's favorite comics growing up.

Also, in the Ghost Rider movie, he screams "GET OVER HERE!" while whipping his chain to pay tribute to Scorpion.

He was definitely based off of ghost rider ;-)
