> I guess that she is the one who wrote to Sissi
Yup.
> but I still don't know who she is. Someone please tell me.
She's a friend and former collegue of Sissi who left the mental hospital a while ago. Probably her house is located on the coast of Bretagne, France.
> Is she her mother?
Nope. BTW, Meike was played by Natja Brunckhorst, whom even you over there might know as Christiane F. from We Children from Bahnhof Zoo (1981).
> I didn't understand either what happened about her mother.
Her mother, as you could see in an imagined flashback (in b&w), was killed by Steini, the mental patient who tried to kill Bodo exactly the same way again.
> Sissi said her father is one of the patient at that hospital.
Yes, but it is never revealed which one. Any ideas? I'd say it was Werner, the older patient who knocked her down at night. He's shown watching Sissi from a distance much more often than others, especially when Sissi leaves.

... but nothing special anymore. Even tv series feature this "show effect" (e.g. Judging Amy, ep. #5.5), but it was very realistic in this case (sucking the blood out of the straw).
