How could Karen retain her Grade 5 when demoted?

So in S4, Neil demoted Karen and put Jim in her position. But he told her she could keep her "grade 5". What does that mean? Was she being paid Wing Governor salary for being a standard prisoner officer? Is the grade the pay scale rather than rank?
