Bam Bam should've won

I saw this PPV once before, but I forget what happened at the end, why the referee had the match continue after Bam Bam pinned Bret 1-2-3 after his Flying Headbutt. Maybe they didn't want a midcarder winning the thing, I dunno, I forgot what happened.
