I personally thought they seemed a lot more interesting than Kinski who was starting to burn out at this phase of his career/life, he was just so maniacal to begin with that he had enough passion left over to still be compelling, but along with the many other problems of the film he just couldn't carry it the whole way through and though Jagger certainly wasn't a great actor I imagine that the dramatic scenes between the him and Robards would have been better than just watching Klaus interact with the various actors and natives that pop in and out during a 2 1/2 hour stretch. Just my take on it though of course, Kinski was of course great but I reckon Herzog's instinct not to initially cast him was probably for creative reasons in addition to being fed up with him on a personal level.
