Why didn't Emiko just talk to Serizawa first?

It's amusing to me how movies always have to make things play out in the most dramatic way possible

Logically, when it occurred to Emiko to use that Oxygen destroyer on Godzilla she should have just suggest it to him before breaking her promise and getting other people involved. But that wouldn't be very suspenseful.
