Filmed in Utah?

I know they can fake the background in Kiefer's office to make it look like a NYC skyline and I know they can use stock footage for some of the outdoor scenes.

However at the end when the police are pulling up I know that building its in Columbus Circle across from Central Park. They must have filmed some shots in NYC.
