In fact it is that bad, but that's what makes it so damn good! I can't remember how I first saw this, I think on cable late night. I was floored by the bad acting and silly ass plot, but in a good way. I found myself laughing from scene to scene. Sorry, but I even laughed at Nas' death scene because it was just one of the most cliched death scenes ever and Sizemore's reaction is almost funny (like all of his other reactions in the movie). Seagal is priceless as the head of the bomb squad who's always bringing up the "zen" of things. He provides many laughs, intentional or not. At times, the film feels like a comedy or a joke that all of these guys are playing. Nevertheless it's entertaining for that reason. The action is hilarious and the villain (played as over the top as possible by Dennis Hopper) bounces back and forth from having an accent to not having one at the speed of light. The lover of cheezy badly acted action films will love this. I urge those people to check this out right away. You may not believe it. I had to have my own copy and share it with friends. I can remember passing this out to buddies along with Battlefield Earth for a night of a thousand laughs. I honestly watch the acting in this movie and ask myself "is this really happening?". Sizemore and Seagal compete for who can take this film less seriously. It's that good! In an over the top, really dumb way! Honestly the best performance in the movie is by Jaime Pressly. What is that telling you?
