I'd say Zoe Saldana. The others were hot, and I'd probably leave out Carmen Electra. Yeah, she's very hot, but she'd probably get the most votes. Plus, she had a very small role.
As for the ones listed, I'd pick Mila Kunis.

I have to say Dunst only. Carmen Electra should have had a larger part, but unfortunately they cut out the domina scene where she spat the boy into face.

I think a younger Dunst is more beautiful than Kunis (though she is very beautiful too), also Dunst in Virgin Suicide is redicuosly beautiful but in their current age I'd probably only just take Kunis.

I'm of the belief that very few people in the history of people have been as attractive as Dunst was when she made this movie. She's still good looking, but from 98-06 or so, she was the best looking girl around. Just ... dang. That swimsuit scene? Fuggedahboudit.
Also, this movie is really, really good. I'd even call it one of the best teen films ever. Totally underrated and misunderstood.
Believe it or not, Jeanie Calleja, who played Jessica (the assistant of the drama teacher).
Then:
Carmen Electra (who shouldn't even count since her role was so brief)
Kirsten Dunst (that bathing suit scene was pretty impressive, although they should've shown her from behind!)
No one else even registers.
