At least according to the latest Tales Of TMNT issue solicitation in Previews! Were they a comic creation? I only ever saw the C.O.W.Boys as that ABC series, a line of action figures, and a Konami arcade game.
shareThey were created by Ryan Brown, who was a Mirage Studios artist (worked on the original run of Tales of the TMNT), who pitched the idea for a toy line and cartoon tv series. Archie Comics published the Mirage produced Moo-Mesa comic adaption. It didn't run very long.
