Why no DVD for #3

I don't get it. Columbia/TriStar/Sony/Whoever released the original MOTHRA and the first two REBIRTH films to VHS...then only released REBIRTH films 1 and 2 as a DVD. Any reason as to why they started and stopped there? (Heck, put MOTHRA out on DVD, and include REBIRTH OF MOTHRA 3 as a bonus second feature.)

It's not like Sony has to put effort into a Mothra 3 DVD either, the picture quality and lack of extras on the original Rebirth double feature disc were nothing to rave about.
