Where did the $7 million go?

I like this movie a lot (8/10), but I've seen other films from the same era that cost less, while looking more expensive. For example, Your Friends and Neighbors, released the year before Kahuna, had a budget of $5 million, with many more locations, more of a cinematic look, etc.

This is essentially just a filmed play almost entirely shot in one room. Since it is so well written and acted, it would still be a good film IMO as long as it had minimum production values: I'd think a couple hundred thousand would take care of that much, certainly no more than a million. Did the other six mil go to Spacey and Devito, or what?
