Scorpius rank?
What do you suppose Scorpius rank was? He was pretty much bossing around captains and the commanders at his base in season one.
It was not till commandant grayza showed up that he met a superior officer.

Well he was basically the leader of a black ops sort of SS unit. Which was like, "Supreme Group Leader"/police leader. But i'm fairly certain they were still subject to rule of commanders in the military, they didn't have carte blanche. I may have that all wrong.
