What time is it supposed to take place?
I thought this was supposed to be in the 90's, but Ashton Kutcher was playing Jim Morrison??? Did I miss something?

He's not playing THE Jim Morrison, he's playing a guy who happens to have the same name and decided to dress and "act" like the original.....or he is such a fan he decided to call himself Jim Morrison. Either way, you're right that it was taking place in the late '90's.
