Jon Pertwee

Hi, I have a question about this film. Was Jon Pertwee's character in on it with the criminals? It was Jon who places the light on top of the police station so the smugglers could land their craft at the correct place. When Jon leaves the police station he pulls a face as if to say "I can't believe how thick they are"
