I just tried to watch it and I guess b/c I've seen much newer better spanish films, this didnt seem that good

I read your post for the first time more than a year ago, shortly after you had posted it.
It wasn't that good back then, and it still isn't now, after reading it again by chance.
1999 was not 30 years ago. The same movie could've been made today and no difference. It all comes down to what you like, this movie is classic Almodovar, if you're into the new wave of more serious and structural spanish cinema of the 00s then yes, this movie might suck, but the movie is just as good as it was in 1999, if you like this sort of thing.
