Who is Dunkelspiel?

This is one of my all time favourite movies but I have a question? Miss Mops is clearly Miss Marple (or perhaps it's mrs) and Sture may be Hercule Poiriot. But is Dr. Dunkelspiel based on Moriarty or dr. Mabuse?
