ok whose BRILLIANT IDEA WAS IT TO MAKE AN INCOMPLETE MOVIE? i mean seriously didn't they have a big enough budget?Iris was great well sort of gamera came through big time showing a um "human" kaiju BUT SERIOUSLY why did they make an INCOMPLETE MOVIE?

The movie is not incomplete. You're merely forced to believe what the ending will be. Here's Kaneko's intentions about the end of "Gamera 3:"

"Gamera 3" apparently reveals that Gamera is god. Maybe not the god, but certainly a god. Shusuke Kaneko has said that when he was making the Gamera trilogy, he looked around Japanese society and saw that the younger Japanese by and large didn't really believe in anything, spiritually or otherwise. He wished to address this in his Gamera pictures. Gamera resurrects from the flames like the mythical phoenix in the first film. In 2, the sign of the cross forms the "me" character in Gamera's name on the title card and Gamera is "dead" for 3 days before resurrecting. To drive this point home, the English card at the end of the third film says "GAMERA 1999: THE ABSOLUTE GUARDIAN OF THE UNIVERSE." Absolute. As in a deity. So in ending the movie this way as a message to the Japanese he was addressing, Kaneko basically says "Yeah, Gamera's gonna win. But we're not gonna show it to you. You have to BELIEVE he's going to win."

It's all about belief.

soooo basically where Chōjin is so to must be kiyoho(spelling) where god is so to must be the devil where gamera is so to must be gyaos? however IT WOULD HAVE BEEN NICE TO SEE THE END AND GAMERA KICK ASS.

The ending is complete; Gamera has demonstrated his unfaltering willingness to fight to the very end for humanity, and humanity, including Ayana, finally accepts that he is not their enemy. That's the thrust of the film; the relationship between the monsters and the people, not how the global conflict turns out.
