When developing the plot for this game?

I'm no anthropologist, but I'm pretty sure it takes longer than half a century for a civilization to fall and be rebuilt as a mystical tribe using spears and herbs for survival.

Considering Tandi is still alive since the first Fallout story, the whole tribe story makes no sense at all.

And what was with adding magic into the story (the magic dream communication)?

The tribes could very well have been around at the time of the first game, but you never get far enough north in Fallout to meet them. The herbs are clearly a natural source for the active ingredients in stimpacks, just as willow bark is a natural source for aspirin. If you give Myron the herbs and empty hypodermic needles, he can make stimpacks for you.

As for the dream communication, that's no more unbelievable than the Master's mental attack in Fallout.
