...where Chappell went out of town (to the north? to the midlands?) to investigate a care-home where the kids kept running away to London and getting into vice? A woman from the local police (or social services?) was assigned to keep an eye on him. An adult working in the home had been abused as a child. I seem to recall that it was the home-leader who was guilty.
