About the english voice actors

Why does all the other material but the series have the same voice actors? I mean, the ovas and the movie are almost as old as the series, but the voice actors are different.

I've watched this a while back when I was younger on Cartoon Network and recently started reading the manga and would like to watch the anime again. I looked on Amazon and a few other places and all the DVDs are like $500. Anyone know where I can get them for a normal price? And also are the OVAs worth watching?

I'm sorry I can't help you.
I manage no information at all about english dubbing of anime, but I think the reason may be that the rights for the OVAs were bought by a different company, not the one that bought the rights for the anime series.

Any questions about the japanese cast, I would be happy to help 
