Today it's pretty much known how you can win the war on drugs. This is what scientists are saying and it makes total sense. I found it curious though that the movie didn't touch on that at all. Just in case, this is how you do it (spoilers obviously haha):
- Legalize drugs (eliminate criminality and profit, no advertising) - Treat it as a health issue, put money from law enforcement into health campaigns and recover - Improve quality of life for addicts, wealth distribution, miserable lives increase vulnerability for drugs
But, what most people don't get is that our government understands this. But, they have to weigh doing the right thing vs losing a lot of money in fines, court fees, which bring in billions to our country.
And when our govt has to make a decision on morality vs money, which do you think they are going to choose? It's sad, but true that they knowingly and willingly ruin peoples' lives to make a buck.
As Eduardo says to Cheadle's character, "The worst part about you, Monty, is you realize the futility of what you're doing, and you do it anyway." -Sums up the whole movie for me.

The American Govt. never cared for anyone. They will always put profits before people.
