Money for jet-, satellite-, ship-, sub-, ... pictures, but not for some cars and extras (in the final scene); even for a B(C)-movie: very low.
All the high tech shots were lifted from older movies, some of it going all the way back to 1971's DIAMONDS ARE FOREVER.
