What was Thrax?

In terms of being a virus, which one was he? I get that the name Thrax could be the shortened version of Anthrax, but thinking back to the short-lived cartoon, and this was a long time ago (so I might get this wrong), I remember him showing up as the villain in the pilot and him being identified as the Scarlet Fever virus.
