So, according to the subtitles, Big Tim says this to Marion.

Urban Dictionary tells me that "paddy" is a term for an Irish person.

Is he implying that Marion was from Irish descent?

Sort of. It's also a deragotory term for white girls. I think he was using it more in that way.

I thought he was saying "powder chicks"...ie, very white. Since he follows up with contrasting them to "black broads," I think that's what he means.

Besides which, we're not shown how he would know Marion's ancestral heritage (Irish or otherwise.)

"paddy" is an urban term used for white chicks. It has nothing to do with powder..

Paddy was a term used by old african americans like the character in the 60's and 70's...

When the cops came into the black neighborhoods and loaded black folks into their "vans" to take them to jail, it was called the "Paddy Wagon" - due to it's white color.

And actually, these days, black women give better head than most "paddy" chicks..
