In a media studies class I took we discussed how one of those sensationalistic afternoon shows did something just like this. They used most of the show building it up, prefacing every commercial break with "coming up"s, before finally promising the footage in the next segment. When they came back the host talked about how people were damning them for airing it, how it was exploitive and tasteless. Then they admitted they didn't (have?/intend to show?) the tape, but turned it on the audience with "but YOU didn't turn us off. YOU didn't change the channel". I'd wager that stunt was what inspired this movie.
What show it was I can't remember for certain, but I want to say Montel Williams.
