Why not this?

All these years later, the Montreal Screwjob still amazes me. Not that Bret Refuses to drop the title in Montreal or that Vince "screws" Bret, but that with all the creative story talent WWF had at its disposal, it couldn't find a reasonable way to allow Bret to save face but have the event end with the Title belt on someone else's waist. There are lots of ways they could have done this:

1) Create a second main event, after Shawn and Bret, where Brett can beat Shawn, then be forced to fight someone after where he drops the belt simply from exhaustion from the Michaels match. The second match could be to someone like Owen Hart, so the title stays Canadian.

2) Have some kind of "incident" earlier in the night that leads to Bret being "stripped" of the title, then Michaels and Hart fight anyways (out of mutual hatred). They can put on an amazing match that Bret wins but the title is "free".

3) Add a stipulation to the match where the title changes hands on a DQ, then have Shawn win it on a ticky-tack DQ that allows Bret to look like the real winner of the match.

It just seems like there were lots of ways to solve the 2 problems (Bret looks good in his final WWF match, the WWF Title isn't on Bret when he is potentially announced the next night as joining WCW). Amazes me no one could come up with a good compromise.

All of the scenarios that you noted involve Bret’s dropping the title in Canada. For Bret, that was the whole issue. It wasn’t about looking good or looking bad; it wasn’t about losing clean or losing dirty. Bret just felt that, with all Canada had done for him, he couldn’t drop the belt in this country, in front of his biggest supporters. That was all.

The way the avoid the screw job was to trust Bret. He said he wasn’t going to show up to WCW with the belt, and afterwards, everyone in WCW (including Eric Bischoff) confirmed that there were no discussions about having Bret appear with the belt.

They could have had Bret just drop the belt at a house show that wasn’t in Canada too
