When the actor said "You got clothes on", he meant that the dude was doing ok financially, and as proof of that, he had on nice clothes. He was really saying to the dude that he should not judge him for trying to hustle and build up some wardrobe and cash, by trying to facilitate this drug deal and make his life style better.
