Unless the soundtrack is really different between both French and English versions, it should be "I shall believe" by Sheryl Crow.

This reply is nearly nine years later, but that was not Jennifer Love Hewitt, and you were not even watching the TV show 'Time of Your Life' which was long over by the time of your post, so I'm really confused as to how you got here, but I do have the answer to your question:
The TV show was 'One Tree Hill' that you were watching, the actress was 'Bethany Joy Lenz', and it was in fact her own song that she was singing in the bar at the piano, it's called 'Let Me Fall', although it starts with the line 'It's October again...'.
