Can you talk with Domino in Year 3?

I'm referring to Year 3 where Domino is in a large office, and he has headphones on. I can interact with him (ie describing him, attempting to use objects on him etc), but just plain "using" him (ie talking to Domino) doesn't work, Manny does nothing. On another board, some people said they managed to trigger the conversation with Domino in Year 3, but some of them only did it a few times, and now they can't either. The conversation is definitely there (I downloaded a sound file for it a while back). Have any of you had this conversation in-game, and do you know what to do to get it?

My understanding was that the conversation was deliberately removed, because it over-explained the whole plot (Domino is supposed to give a big monologue explining his entire scheme, as villians tend to do), instead of allowing the player to piece the plot together themselves.

I forget where I read that though, I remember seeing something about this years ago. So I might be wrong.
