Why not have the characters mature (visibly mature) already?

It's been almost twenty years. There are some countries where it's unlikely someone will remain alive that long. And give Brock a girlfriend already!

The creator wants the characters to appeal to children which is why he never makes them age.

Giving Brock a girlfriend would make him soft. I like the idea that a guy focuses on his life to train for the thrill of being the best rock master or gym leader. Even in real life, the most successful people do not have the best relationships. You want them to be unpredictable and more self-focused.
