Why Was Brock's Eyes Permanently Closed?

I've been asking myself that since I was like 8 years old.

Bad animation? He was blind? Team Rocket stole them?

I used to wonder when I was little why are his eyes always closed.
Either because its Japanese cartoon or bad animation.

He can't get the smell of a fart he ripped when he was 3 out of his head

He squints because he deals with a lot of dust. Rock Pokemon and being around dust. Additionally, if you are in dark places and suddenly in the open, one tends to squint instinctively.
