So did Penny die? (spoilers)

At the very end of the game, when you're looking through the scrapbook in your apartment after successfully completing the mission, Carlson comments about how many people lost their lives aboard the Titanic, and he turns to a photo of Penny. It seems to be implying that she was one of the people who died, but why wouldn't she have just gotten into a life boat?

During the game, it's pretty implied that she survived and got off on a lifeboat, she says herself when you talk to her. Why on earth they showed her picture, I'm not sure, but I'm pretty sure she lived.

I get the impression Carlson was quite taken to Penny and always assumed that's why she was in the scrapbook.
