So what was with the river turning into blood at the end of the movie? Was it supposed to be symbolic or something?

At the beginning, 2 teenagers are killed by that stream and the boy's body is found in it. So, he bled in it, and the stream turns to blood....

at the end murphy sees lauralee int he street and i think the river turning red maybe symbolises that "its not over yet"

i think they just wanted to do something cool as an ending. (which it wasn't, way too cheesy, as the rest of the film)
it made me think a bit of the shining, when the blood comes through the doors and fills the hall.
i would even say they stole it from the shining
