-#1 Toxie's voice, and personality seem to be lifted more from the character of Roger Smith from Class of Nuke'Em High 2

-#2 Blobby also seems to be a version of the post-meltdown subhumanoids from Nuke'Em High 2.

-#3 A more obvious one is the character of Lloyd that is shown a few times is a caricature of Lloyd Kaufman. ( I only mention this because most sites miss this)

-#4 "Saturday morning cartoon"??? I watched it as a kid when it aired. It came on weekly after school. I can't find any evidence it aired on FOX like the Wiki page says. I honestly believe "Saturday Morning Cartoon" is a simple title assigned to it, like the term "The Animated Series"

-#5 Radiation Rangers, Dr. Killemoff, and Apocalypse Inc. all seem to be taken from Toxic Avenger II and III with obvious parallels.

All of your observations seem to be very true.
Here are other speculations:

-#6 - Headbanger (the man with two heads) was based on the villain in Troma's War (who actually had one head (two head conjoined) and two bodies)

#7 - Junkyard is based on the dog faced man in Toxic Avenger II and III.

#8 - Yvonne is based on Phoebe Legere's Claire character from Toxic Avenger II and III. The similarities were enough for Phoebe to break her ties with Troma.

#9 - Lloyd Kaufman (and his kids that even have his early 90's beard) make appearances throughout the show (as you've already mentioned) but I wonder if the character NoZone could have also been based on Lloyd? The models seem very similar and if you watch documentaries or behind the scenes with Lloyd, he's often seen sneezing or wiping his nose. I wouldn't know what else that character could have been based on. I also don't know where Major Disaster comes from.

And the motorcycle dude is obviously Bozo and touches on the great idea of Bozo having his own accident and becoming a supervillian of sorts against Toxie which would have been so awesome for the movie but probably not practical at the time for Troma
